Springhill Group Home: Top 10 Fraud Schemes

For the twelfth successive year, identity theft topped the consumer complaint database of the Federal Trade Commission with the largest number of complaints, perhaps owing to the rampant use (and misuse) of online services such as social networking and e-commerce websites.
From the 1.8 million complaints the FTC got in 2011, almost 300,000 are about identity theft. The information of FTC has included complaints filed to them or from other states and federal consumer protection groups.
Most of the complaints of identity theft are coming from consumers saying that their personal details are used in government documents without their knowledge, with scammers aiming to collect benefits. Last year, government-related identity theft was 27% of the total complaints in that category, increasing by 11% since 2009. Accounting for the 14% of identity theft complaints is credit card fraud, with the rest consisting of complaints of bank, utilities and phone fraud.
More than half of all the complaints last year were related to fraud and taxpayers reportedly paid a total of over USD 1.5 billion in fraudulent schemes, with the average amount paid being USD 537. Moreover, 43% of the victims acknowledged that scammers reached them through email messages.
The top three states that have the most per capita rate of fraud reported are Colorado, Delaware and Maryland as first, second and third, respectively.
Generally, FTC discovered that people are either more willing to file complaints or they simply have more complaints now. The total amount of complaints they have received has increased by over 20% -- from 1.5 million to 1.8 million in 2011 -- that includes both identity theft and fraud complaints.

DSI to take over cold pills case

Two more state hospitals implicated in drug scam


The Department of Special Investigation is to take over the probe into missing cold pills after the number of state hospitals implicated in the smuggling of medications containing a stimulant used in the production of narcotics grew to eight.

Soem Ngam hospital in Lampang province and Nong Ki hospital in Buri Ram are the latest two to have been found covering up their losses of cold pills.

The Public Health Ministry has completed its two-week preliminary investigation into missing cold pills containing pseudoephedrine, a precursor in methamphetamine production.

Of the 875 hospitals under its umbrella, the ministry found eight were involved in diverting the medicine in a trans-border smuggling operation.

The other six hospitals are Udon Thani hospital, Thong Saen Khan hospital in Uttaradit province, Kamalasai hospital in Kalasin, Hod and Doi Lo hospitals in Chiang Mai, and Phu Sing hospital in Si Sa Ket.

Seven directors and pharmacists from the six hospitals had already been punished, said permanent secretary Paijit Warachit, and executives and staff from Soem Ngam and Nong Ki hospitals are under investigation.

Those involved in the cover-up of the disappearing drugs would face disciplinary charges as soon as the official report is released, he said.

Dr Paijit said Chiang Mai's San Sai hospital would have to be investigated further.

The hospital claimed its missing cold pills had been distributed to its network of tambon clinics.

The DSI's special cases committee, chaired by Deputy Prime Minister Chalerm Yubamrung, yesterday resolved to take up the case, said DSI chief Tarit Pengdith.

The DSI will work with the Public Health Ministry, the FDA, the Royal Police Office, the Office of Narcotics Control Board and the Scientific Crime Detection Division, said Mr Tarit.

It will apply special measures to investigate the smuggling of cold pills, including use of electronic devices to tap the telephone conversations of suspects.

The DSI's initial investigation into 13 hospitals and clinics suspected of involvement in the cold pills scam found some links to the arrest of a pseudoephedrine smuggling gang in Chiang Mai's San Kamphaeng district on Feb 18, said Mr Tarit.

The DSI will today ask police investigation teams to hand over their investigation reports.

Public Health Minister Witthaya Buranasiri last month banned over-the-counter sales of cold pills containing pseudoephedrine.

They can now only be prescribed by doctors at hospitals and clinics. However, of 413 pharmacies randomly checked, 29 were found to still be selling the remedies, said Food and Drug Administration secretary-general Pipat Yingseree. They will each have their licences revoked for at least three months.

Police say 48.32 million cold pills containing pseudoephedrine have been confiscated in 40 seizures between 2006 and 2012. Up to 36 million of the tablets had been smuggled into Thailand from overseas, particularly from South Korea, he said. The Public Health Ministry is proposing to list medicines containing pseudoephedrine as controlled substances under the Psychotropic Substances Act.

Meanwhile, the Criminal Court yesterday sentenced four tribespeople _ Arphae, alias Kasem sae Yang, 31; Jalae Jaha, 27; Nathee, alias Dao Naju, 23; and Nu Najoo, 31, to 20 years in prison each for smuggling more than 8 million cold pills containing pseudoephedrine between May 10 and Nov 24 last year.

Arphae's penalty was later halved for his confession, while the other three had their terms reduced to 13 years and 4 months as they had given useful testimonies during the investigation.

U.S. Rep. Ileana Ros-Lehtinen, R-Miami, has reintroduced legislation that would double the amount of fines and incarceration for people in prison for Medicare fraud/scam. The budget cuts on rural housing finance are raising many significant questions. In the present economic situation, where federal funding for the rural housing projects is much needed, the budget cut is really distressing. According to the rural market experts, Section 538 Rural Rental Loan Guarantee Program has offered the most effective service in this regard. However, the recent budget cut is much likely to affect the proceeding of this program and home loan rate for buying a rural property.

Rural economics – Demand vs. supply

Only about 19% Americans live in rural areas. The average yearly income of a rural household is lower than an urban one. The poverty rate in the rural America is about 15%, whereas the rate is almost 13% in urban America. Section 538 by United States Department of Agriculture (USDA) is the largest mortgage lender in rural America. Till the end of 2011, the program funded about 700 rural housing projects. Unfortunately, this program has become the primary victim of budget cut. It received 130 million USD in FY 2010; while in FY 2011, the Congress appropriated only 30 million USD. The appropriation for FY 2012 is zero. If Section 538 does not get any funding in this year, the prospect of the program is going to be doomed.

Difficulties faced by rural housing development

Considering budget deficit, one can say that it is difficult to construct affordable housing units in rural areas and thereby the obvious option of rental housing comes into play. Interested banks to offer mortgage loans in less developed rural areas with limited facilities are hard to find. So only a very few affluent developers, who won’t require mortgage loans, will be left to build housing units in rural areas and rent them out. Rural Americans are switching to rental units due to the scarcity of mortgage lenders. Although some organizations like HUD are getting some interest in investing in rural housing projects, yet urban and suburban areas seem more interesting to them.

Choices other than Section 538

Present economic situation challenges the government to cut spending by all means. Section 538 is not likely to become active at this point of time, but still there are few alternatives to this popular program and those are,
  • A TX-based rural project with tax credit allocation has been accepted by HUD into FHA 221(d) (4) program and the borrower was allowed to pay back his mortgage over a timeframe of 40 years. The borrower got the loan with low rate of interest.
  • Some Section 515 apartments were preserved through 4 percent credits, bonds and also 538 guarantee. The same thing can be done with other government funded entities in place of Section 538.
Challenges are everywhere; lenders should accept the challenge of investing in rural projects. The borrowers should also come up. They must look for ways to take out home mortgage loan and buy a home in rural America.

“A Scam!” - While this hotel is clean, I would NOT recommend staying here, especially if you need to rely on taxis for transportation. First, we asked for three days in a row for the drain in the bath/shower to be unclogged, which was never done. Standing in inches of water while taking a shower is not my idea of fun. Much worse however, was the scam the hotel seems to be running regarding taxis and car service. The last night of my stay, I requested an early morning cab to go to the airport. I was told it would be taken care of. Shortly after, the front desk called my room, asking if I wouldn’t prefer a town car. I was told this was suggested because the cab drivers had been adding extra distance to rides to drive up the cost of the fare. Since I had taken a cab from the airport to the hotel, I had a sense of the cost, and felt confident that I could be firm with the cab driver, especially since the cost of the town car was quoted at $10 more. The next morning, I showed up in the lobby at 4:45 am for my cab. The person at the desk informed me that no cab had been called, that ‘cabs don’t work that way’ here, and strongly suggested (again) that a town car be called, since that was the only way to be sure of a quick arrival. The price this person quoted me was now $5 more than a cab ride, and feeling desperate, I agreed. Once in the town car, I asked the driver if there was any arrangement with the hotel to pass along part of the fare to the hotel. He acknowledged that there was. I believe this is reprehensible. I should add that the three times I took a regular cab in Houston, the service was prompt and pleasant.Stayed July 2008

“Business trip to Houston” - Rooms are nice and clean, but the beds are a bit hard and the AC unit (and in houston, you will need that running) is a bit loud. The common areas like the hallway and the lobby were very warm, not quite as warm as it was outside, but the AC was clearly not being used in those areas. Breakfast was good, staff nice and helpful, not a bad place to stay, but could have been a bit better.

“So comfy!!” - I really liked our stay at this hotel this weekend. The front desk lady was very nice, treated us with courtesy and respect. Everything was hassle free. The beds, pillows and comforters were nice, soft and comfortable. Our room was quiet and we were able to sleep well. The continental breakfast was very nice, waffles, fruit, cereal, yogurt, eggs and sausage. I would recommend this hotel to anyone.

Disliked — Nothing

“Wonderful stay” - Stayed here for 4 nights during the NCAA tournament. Located about 1/2 mile (easy to walk) from Reliant Stadium. Suite was very comfortable and the flat screen tv in the living room was awesome.

Breakfast was generally good. Waffle bar, juice, pastries, yogurt, oranges and apples. Egg and sausage was mediocre.
Two computers, a printer, and a fax machine in an alcove off the dining room.

Customer service was great. Had a small problem with the mini-fridge and maintenance came within 5 minutes.
Only issue would be the air conditioner unit in the bedroom. Light sleepers might find it noisy.

People were fighting in front of an East Main Street bar. Most fled when police arrived around 1:40 a.m. The man who was assaulted did not want to press charges.
Police found “a man by himself drinking a beer and playing loud video games at 5:30 a.m. on Sunday morning” on Ida Avenue after a neighbor complained about the noise.
A 21-year-old Belgrade man was cited for stealing two DVDs from a Catron Street store around 1:45 p.m.

'Gypsy scammer' accused of taking money, not doing work

BROOKSVILLE -- Authorities arrested a man accused of scamming a woman into paying him for roof repair and bolting with the money without doing any work.

Detectives said it's possible the suspect could have targeted more people in Hernando County.

Leonard Lovell, 42, who has a criminal history in three other states, was arrested this week in connection with the scam. He remained in custody in Alabama as of Thursday afternoon, deputies said.

On Jan. 12, an 88-year-old woman who lives in the area of U.S. 19 in Spring Hill, answered a knock on her door and encountered Lovell, who was soliciting roof work, according to the Hernando County Sheriff's Office.

The suspect told the woman her roof needed fixing and he would do it for about $70. She agreed and two men – including Lovell – returned to the house later to do the job. One got on the roof and the other spoke with the woman, presumably to distract her, deputies said.

A short time later, both suspects told the woman the job would cost $321. The woman felt "pressured" and she paid Lovell, according to the sheriff's office.

The check was cashed almost immediately and the men didn't return, deputies said.

The woman's son came to her house later and noticed the men didn't perform any work at all.

This type of ruse is called a "gypsy scam" because it is carried out by suspects from out of state, according to the sheriff's office. They target seniors and solicit different kinds of home-improvement work.

The man who accompanied Lovell might be related to him, but the sheriff's office is still trying to identify him, said Detective Dustin Mormando.

The victim described the second suspect as a white male with blonde hair.

Deputies said the case remains active.

Crackdown on synthetic marijuana

SPRING HILL - Brightly colored packages of potpourri can be found at many convenience stores -- and most of them are illegal.

Last year, Florida banned some of the ingredients found in the potpourri because it is being used like marijuana. When the synthetic marijuana is used as pot, it can be dangerous.
"It has a tendency to be more likely to lead to psychosis and sometimes prolonged psychosis," according to Hernando County Sheriff Al Nienhuis.

Emergency rooms are beginning to report more cases of people with bizarre side effects related to the use of fake marijuana, sometimes called K-2.

"These manufacturing conditions are not up to pharmaceutical grade," Sheriff Nienhuis added.
This week, deputies fanned out across the county to visit 130 convenience stores. Deputy Steve Snell is one of the deputies checking the shelves.

"We're going around to all our convenience stores our retailers that might be selling this type of product and trying to inform them what law changes have taken place," Snell said.
Snell will deliver a page-long warning letter. It lists the ingredients in potpourri that are now banned.
"This letter is to inform you of recent changes in the Florida State Statutes which specifically address the possession of chemicals in synthetic Marijuana (commonly referred to as Spice or K-2)."
The letter goes on the warn the "...chemicals are now outlawed (making) it a third degree felony for ANYONE to posses of sell items that contain these chemicals."

The warning letters have been well received thus far, according to Snell.
"We haven't had any resistance. They're very appreciative of what we're doing. We're trying to make sure they're in compliance."
Deputies will eventually make a return visit. If the K-2 or Spice is found on the shelves, the store owner could be arrested.

£5million landmark care centre opens its doors


A new £5million specialist care centre has opened its doors in Accrington with a Mayoral seal of approval.

The groundbreaking care centre, at Springhill Care Home, Fairfield Street, is a three storey, 24,000 sq ft development which includes 46 beds over five separate facilities.
It is a separate, dedicated service from the rest of the home with its own entrance, reception areas and specially trained staff designed to provide specialist facilities and care for people with dementia and promotion of mental wellness.

The official opening saw members of staff joined by senior healthcare dignitaries and the Mayor of Hyndburn, Councillor Colette McCormack, who referred to the facility’s “bright, modern look.”
The new care centre brings the number of beds at Springhill Care Home to 110, and is made up of self contained community living suites of between eight and ten beds each.

Each spacious bedroom has private en-suite facilities, including ‘wet room’ style accessible shower areas. Each of the five suites of bedrooms have been created with access to dedicated therapy rooms, lounge, dining and lifestyle kitchen areas for residents 

In addition to the care centre, a new extension to the home will also add two, eight-bed facilities for younger adults with complex healthcare requirements including physical disability, brain-injury, neurological and degenerative conditions.

The centre helps to meet changing demands, with the number of people over 85 in the UK predicted to double in the next 20 years. There are expected to be more than a million people with dementia by 2021.

Springhill Group Home: Housing Prices Decline In China


Housing prices in Chinese cities has decreased while the government still curbs the property market, according to figures from their biggest real estate website last week.

China Real Estate Index System, connected with SouFun Holdings, issued an alert that property prices has last month has marked the biggest fall since September.

Prices of residential houses slip in 72 out of 100 cities surveyed by the firm in the previous month which is 12 more than in January. It basically dropped by 0.3%, according to SouFun. The average housing price is now at USD 1,390 for one square meter, compared to the rates in January.

The report from CREIS shows that the decline size is set to be even bigger in the coming months as more developers offer discounts.

According to a manager of Beijing WorldUnion Properties Consultancy, there is a possibility that the market may bottom out on the middle of the year and price declines might pick up pace. Housing prices is expected to continue falling in the coming months as it is becoming obvious that the government will not alter their tightening in the near future and those developers will be launching more projects. The real estate market will likely stay challenging this year but the possibility of a collapse is low while their cities prove to be resilient.

Springhill Group Home : Fake Pokemon games top App Store


Apple's reputation for protecting big-time developers has suffered yet another rap as a fake Pokemon game that does not even work was approved for sale on their App Store and even managed to rank 2nd on the iTunes charts.

Considering the developer's description of the app as 'just like the original' as opposed to the terrible user ratings, the whole thing is simply a scam.

The Pokemon Yellow app first appeared in the App Store of iOS this weekend and tons of users quickly jumped at the thought that Nintendo finally joined in the app sector, never mind that the developer name under the app is a certain 'House of Anime'. Soon enough, people who bought the 99-cent app ended up disappointed as they discovered the game does not work because it's just an unauthorized copy.

The developer, Daniel Burford aka House of Anime, also authored other questionable apps like YuGiOh+ and Digimon+. In his entries, he is claiming that 'all copyrights and trademarks are owned by their respective owners', obviously taking intellectual property rights lightly.

And most of the people who downloaded the game does not even know the it's not official, which just shows how popular the Pokemon franchise is even after 10 years of being in the market and its first appearance in the Game Boy.

User reviews that rated the app with just one star and commented that the game does not do anything except display the title screen. And according to further reports from victims, it crashes on practically every device. It won't be surprising if the game's code only contains a bit of user interface to show that splash screen.

The scam has put into the spotlight Apple's current approval procedures and guidelines that app developers always deem as mysterious and strict. Since a fake game passed their app review, Apple's policy is not so thorough after all. They do not seem to perform any kind of legal or technical check prior to putting an app for sale on their iTunes

While it is understandable that Apple will not be able to do an extensive copyright search for each app submitted on them as it would be very difficult for reviewers to handle tons of submissions each day, it is also not good to just rely on complaints from copyright holders before they find out there are infringing apps on their store.

Fortunately, there are lessons to be learned from both parties involved after this incident. For one, Apple should not be lax in their security procedures that protect developers like Nintendo from scammers. Moreover, this should be a good proof for Nintendo that there is a lucrative market if they will only invest in making iOS versions of their bestsellers.

Eventually, Apple noticed all the commotion and pulled out the offending game from their store. Good thing they offered a refund for everybody who was tricked -- just contact their customer service desk

However, others seem to be more focused on direct care providers in general when establishing relevant legislation. Actually, most of the elderly only needs assistance in day-to-day activities and do not need a medical professional to look after them. This is where the legislators need to address.
Creating policies that concern caregivers is essential to the long-term care policy of any country. With the growing number of elderly people, the need for safe and effective caregiving for seniors is imperative.
